    TO ALL MEDICAL DIRECTORS

    NOTICE OF SALARY INCREMENT

    A special greeting to you from Port Harcourt Locum Doctors’ Forum.

    The above named body comprising all Medical Officers (M.O’s) in the private hospitals wish to bring to your notice of an upward review of the locum fee/pay for M.O’s in your facility.

    This review was necessary owing to the current salary Increment by Federal Government, reflecting the harsh economy and hike in the standard of living/goods and services.

    The salary increment is causing a whole lot of uproar. This was supposed to be 40% increase across all sectors. However Drs are parting with 25%. Even at the 25% , Medical consultants are reducing that of the junior Drs to 23.5%. In all these, the Medical Officers are not captured neither are they looking at those in private facilities. This is horrible.

    We therefore appeal to your good conscience, as a senior colleague who swore by the Hippocratic oath to protect the interest of his/her younger colleagues, to consider this review as a step in the right direction towards delivery of quality healthcare.

    In the course of our meeting among admins, concerned members of the forum and following exhaustive deliberation, the following resolutions were reached:

    SECTION

    A1. Day Locum is now Monday to Friday (8am – 3pm or 4pm) and Night Locum also Monday to Friday (7pm- 7am or 8pm to 8am) while weekends are categorized as “Cover Job” and should be billed separately.

    Our 3 shift system remains the same viz: 8am to 3pm or 4pm, 3/4pm to 8/9pm and 8pm/9pm to 8am.

    2. We are aware that some private hospitals have more patient load than others.

    Therefore, private hospitals in Port Harcourt and Rivers State have been grouped into two (2) classes with each group expected to pay according to the stipulated amount for its Medical officers.

    a. Class A- hospitals with < 20 patients/ day

    b. Class B- hospitals with > 20 patients/ day

    MONTHLY SALARY FOR DAY LOCUM(8AM-4AM)

    i. Hospitals with < 20 patients/ day should pay #230,000 minimum (Take home) non negotiable with alternate 12hrs weekend cover in a Month.

    ii. Hospitals with > 20 patients/day should pay #250,000 minimum (take home) non negotiable with alternate 12hrs weekend cover in a Month.

    iii DAY COVER JOB FOR HOSPITALS fixed at 1200Naira /hr.

    iv. Payment of covers by M.D’s /M.O’s shouldn’t exceed 24hrs after the end of such cover. Any other reason for such delay should be communicated to the PH Locum doctors admin and the doctor that did the cover.

    V. TWENTY-FOUR HOURS CALL (24 HOURS CALL)This is fixed at non-negotiable price of #22,000 with a standard a call meal.

    vi.

    Weekend cover is pegged at 20,000 Naira per day.

    However, no Medical Officer (MO) is permitted to do a 24hrs duty for straight one month or more.

    48hrs weekend call is prohibited for doctors on permanent employment role

    However, a locum doctor can cover for 48hrs if he or she was called by a facility.

    Toxic work place or working condition should be discouraged.

    We, therefore by this notice abolish the word Resident MO Any doctor that is receiving peanut as pay due to sympathy, empathy toward the M.D / facility is doing that at his or her own risk.

    We condemn it totally because its modern day slavery.

    MONTHLY SALARY FOR NIGHT LOCUM (8PM -8AM)

    i. Hospital with < 20 patient/day should pay # 230,000 naira minimum ( Take home) non negotiable with 12hrs alternate weekend call.

    ii. Hospitals with > 20 patients/day should pay #250,000/ month minimum (take home)

    non negotiable with 12hrs alternate weekend call.

    NIGHT COVER JOB FOR HOSPITALS (8PM-8AM)Whatever the patient load of the hospital should pay minimum of #12,000

    MEDICAL OUTREACH

    All medical outreach within Port Harcourt is minimum of # 20000 Naira (8hrs duration). Within Rivers state minimum of #30,000 Naira(8hrs duration), outside Rivers state 70,000 to 100,000 naira per day.

    PROCEDURES

    All procedures performed or assisted by the attending medical officer must be paid.

    These include:

    1. Surgeries

    Assisted – Min 15,000 naira

    Performed – Min 45,000 naira

    Procedure performed depends on the type of procedure and this should be discussed with the PH locum doctors admin in terms of payment before carrying out such procedure.

    SECTION B:1.

    1. Henceforth, MDs should be the ones to pay for Cover Jobs and all privately employed medical officers are entitled to a maximum of four (4) covers per month.

    2. Any other time they will not be available to work in that month, the MO will be the one to take responsibility for the payment.

    N. B

    A doctor has the right to look for an M.O to cover him or her when he or she won’t be available in that month. Any hospital / facility that doesn’t accept this should desist from it.

    3. Also, to enjoy this benefit, the MO must give at least 24-72hrs notice to their MDs.

    4. The number of days paid for cover by the MD must be deducted from their monthly salary based on the daily pay the MO is getting.

    5. All Medical Officers are entitled by labour laws to get an annual paid leave after spending a year with any private hospital.

    6. This new salary structure will take effect from May 1st 2023.

    By this notice/resolution, all members are hereby instructed to discuss with their MDs on implementation of this new salary structure as defaulting hospitals will be barred from accessing our forum to recruit Medical officers and will be blacklisted there after.

    7. We as M.O’s

    understand the challenges which involves cost of running a hospital etc. We sympathize with you guys.

    8. Any hospital that is owing MO’s should pay them up to the last Kobo. Any hospital that is fun of owing M.O’s should desist from such act. A workers is entitled to his or her wages.

    9. M.D’s should issue an appointment or employment letter to their M.O’s be it a locum cover or a permanent job.

    10. All adverts for the employment of Locum Doctors in port Harcourt and its environs, should be sent to PH Locum Doctors Admin on whatsapp for vetting.

    11. Posting of such advert in the platform without the notice of the admin is prohibited.

    12. Any doctor/M.O going for a cover must show/present his or her licence before proceeding for such cover. M.O’s and M.D’s please take note.

    13. It is not the duty of a medical officer to start looking for a doctor to replace him or her when he or she resigns.

    14. It is always the duty of the MD to inform the pH locum Doctors management board/Admins whenever he or she needs an M.O to work in his or her facility.
